Highmark names Timothy Vessel as new Delaware president

Wilmington, Del. (October 13, 2025)— Tim Vessel has been named the new market segment president of Highmark Blue Cross Blue Shield in Delaware (Highmark Delaware), effective October 13, 2025. He will oversee the state’s leading health insurer which serves more than 500,000 employer-based, Medicare, Affordable Care Act and Medicaid members. Vessel will provide strategic leadership over sales, marketing, actuarial and policy, as Highmark Delaware builds on a legacy of providing remarkable health experiences and community support since its founding in 1935 and affiliation with Highmark in 2012.

“Throughout his career, Tim has driven sales growth and developed high-performing teams while also recognizing the importance of serving the community,” said Tom Fitzpatrick, senior vice president and Commercial Business Segment president for Highmark Inc. “He is the ideal leader to guide Highmark Delaware through a rapidly changing health care landscape and oversee our BluePrints grant program, which has provided more than $28 million to support health care access, economic stability and health workforce development for the Delaware community.”

Prior to joining Highmark, Vessel held a series of progressive leadership roles at Cigna including serving as a market growth leader and general manager, VP of sales and account management, and director of sales operations. Vessel is a graduate of Wesleyan University where he earned a Bachelor of Arts in economics.
