Highmark Announces 2027 Affordable Care Act Products in Western Pennsylvania
PITTSBURGH (November 1, 2026) — Highmark announced its Affordable Care Act (ACA) health insurance products in Western Pennsylvania for 2027, offering individuals and families high-quality and convenient coverage options to fit their lives and health goals.
“For Americans who don’t receive insurance through work or another government program, the ACA marketplace protects and connects them to high-quality care,” says Mike Pelino, senior director of market strategy and analytics for Highmark. “We encourage consumers to contact our enrollment experts and find the plan that’s right for them.”
Roughly 75% of Highmark’s ACA Marketplace members in Pennsylvania qualify for tax credits that make their coverage more affordable, and 4 out of 5 can find a plan for $21 or less per month after tax credits in 2027.
“While some national, for-profit insurers enter and exit the ACA marketplace, Highmark has been trusted partner for ACA consumers since the program started more than a decade ago,” says Ellen Galardy, president of Federal Business at Highmark. “ACA plans cover all ten essential health benefits, including doctor visits and maternity care, and provide access to important preventive care at no cost to the member. All bronze and catastrophic Individual ACA plans are eligible to be paired with a Health Savings Account, allowing members to use tax-advantaged funds to pay for their care. And, in 2027, we are offering a new bronze plan with a $0 deductible, including prescription medications. It’s a great option for cost-conscious consumers looking for first-dollar coverage.”
2027 Individual and Family plans
Together Blue with AHN EPO is Highmark’s most affordable and most popular ACA product in Western Pennsylvania, built around the world-class care of Allegheny Health Network (AHN). Together Blue with AHN EPO will be offered for the first time ever in Beaver County this year, with the product also available in Allegheny, Butler, Erie, Washington, and Westmoreland Counties.
The expansion of Together Blue with AHN EPO follows AHN’s affiliation with Heritage Valley Health System, and the inclusion of the newly-rebranded AHN Beaver Hospital – Heritage Valley and AHN Sewickley Hospital – Heritage Valley into AHN’s 16-hospital network.
Highmark will also offer my Direct Blue EPO plans which include access to AHN and many community hospitals in the region. Finally, my Blue Access PPO plans will be sold in each of the 29 Western Pennsylvania counties that Highmark serves, providing individuals and families with access to Highmark’s broadest network of doctors and hospitals.
No Highmark ACA plans require referrals to see a specialist, and my Direct Blue EPO and my Blue Access PPO include in-network coverage for services received from 97 percent of hospitals and over 2 million providers nationwide through the BlueCard® program, including facilities in Ohio, Maryland, and New York.
While the open enrollment period runs through January 15, consumers must enroll by December 15 for coverage that starts on January 1. For more information on Highmark’s 2027 ACA health insurance products, visit Highmark.com or call 888-510-1084.
