Highmark Announces 2027 Affordable Care Act Products in New York

Buffalo, N.Y. (November 1, 2026) — Highmark Blue Cross Blue Shield announced its Individual Market Affordable Care Act (ACA) health insurance products for 2027 in Western and Northeastern New York, offering individuals and families high-quality and convenient coverage options to fit their lives and health goals.

All bronze and catastrophic Individual ACA plans are eligible to be paired with a Health Savings Account, allowing members to use tax-advantaged funds to pay for their care. And, in 2027, we are offering a new bronze plan with a $0 deductible, including prescription medications. It’s a great option for cost-conscious consumers looking for first-dollar coverage.”

2027 Individual and Family plans

Highmark will offer my Blue Access EX plans in all eight counties of Western New York and all 13 counties of Northeastern New York for 2027. These plans provide individuals and families with access to Highmark’s broadest network of doctors and hospitals.

Plus, no plans require referrals to see a specialist and include in-network coverage for services received from 97 percent of hospitals and over 2 million providers nationwide through the BlueCard_­® program, including facilities in Pennsylvania, Massachusetts, and New York City.
