Highmark announces 2024 Affordable Care Act products in Western Pennsylvania

PITTSBURGH (November 1, 2023) — Highmark announced its Affordable Care Act (ACA) health insurance products in Western Pennsylvania for 2024, offering individuals and families high-quality, low-cost and convenient health coverage options to help them be at their best.

“Highmark has an ACA plan for every lifestyle and health need,” says Bill Tuthill, vice president of Federal Markets for Highmark. “Over the last year, we have seen increases in enrollment in every age group, from young adults leaving their parents’ health coverage to older Americans transitioning from their employer-based insurance in their 50s and 60s. And, with Medicaid eligibility determinations resuming, the ACA marketplace will offer those who no longer qualify for Medicaid affordable, high-quality options to ensure there are no gaps in health coverage and care.”

Thousands of Highmark members and millions of consumers nationwide have benefitted from expanded ACA subsidies that lower what they pay for their coverage, and those subsidies have been extended through at least 2025. Nearly 90 percent of Highmark’s ACA members in Pennsylvania qualify for subsidies or tax credits to make their coverage more affordable. Nearly 15,000 of our Pennsylvania members are enrolled in a plan with a premium of less than $5 per month after subsidy.

“The ACA marketplace is thriving, with more than 18 million Americans enrolled in affordable, accessible plans that provide strong benefits,” says Ellen Galardy, president of Federal Business at Highmark. “We are proud that more Western Pennsylvanians are choosing Highmark, with our ACA membership in the region more than doubling over the past two years — from about 23,000 in 2021 to about 48,000 today.”

2024 Individual and Family plans
“Our most popular plans aren’t changing for 2024,” says Tuthill. “But since we realize that our ACA customers aren’t always looking for the same thing in a health plan, we make a broad range of coverage options available and help our customers to enroll in the plan that’s right for them.”

Together Blue is Highmark’s most affordable and most popular ACA product in Western Pennsylvania, connecting the world-class care of Allegheny Health Network (AHN) with an innovative service and experience model from Highmark. Our innovative service model, the Together Connect Team, acts as a one-stop shop for Together Blue members, providing a best-in-class experience with clinical guidance and access to MyChart and appointment scheduling.

This year, Highmark is excited to launch Together Blue Virtual Choice, an innovative new plan design that offers $0 copays for primary care, specialist, mental health, and urgent care visits when received virtually. Additionally, members in this plan will have access to a dedicated Together Connect Guide, a personal concierge agent on the Together Connect Team.

With so much to offer, plus some of the lowest premiums in the region, more Western Pennsylvania consumers are choosing Together Blue. Total ACA membership in Together Blue has doubled since 2021, from about 10,400 to 20,800. Surveyed members have a nearly 99% satisfaction with Together Blue.

Highmark will also offer my Blue Access PPO plans in each of the 29 Western Pennsylvania counties that Highmark serves, providing individuals and families access to the broadest local and national network of doctors and hospitals, all without requiring referrals to see a specialist.
