Victor Fields is the President and Chief Executive Officer (CEO) of Highmark Wholecare. As President and CEO, Victor provides operational oversight and strategic direction for one of Pennsylvania’s leading managed care organizations. Pittsburgh-based Highmark Wholecare is a community-based, mission-driven organization that serves more than 330,000 members through its high-quality Medicaid and Medicare health plans focused on delivering whole person care.

Prior to joining Highmark, Victor served as CEO of the UnitedHealthcare Community Plan of Minnesota, where he led strategy and operations focused on improving access, quality and outcomes for Medicaid, Special Needs and Dual Special Needs members.

Earlier in his career, Victor served as CEO of Health Services for Children with Special Needs within HSC Health Care System and as Chief Financial Officer of Cardinal Innovations Healthcare Solutions, a behavioral health Medicaid plan.

Victor has also advised organizations on healthcare strategy, including operational transformation and innovative approaches to addressing social determinants of health.

Victor completed the Advanced Executive Program at Northwestern University Kellogg School of Management and holds a Bachelor of Science in Accounting from Florida Agricultural and Mechanical University.

He is married with three adult children.
